Home-Based Education for Severely Disabled Children in Uttar Pradesh



In a significant step towards inclusive education, the Uttar Pradesh government has launched a new program for children with severe disabilities. These are children who cannot come to school because of their serious physical or mental conditions. Now, such children will be able to study from the comfort of their own homes. The government will provide all study materials, stationery, and even special training support right at their doorstep.

This new system is called Home-Based Education. It is part of the Samagra Shiksha Abhiyan, a national scheme started by the central government. The aim is to help children with severe disabilities get proper education just like other children. In this program, special teachers (also called special educators) and physiotherapists will visit the homes of these children. They will help them study and train according to their needs.

The government of Uttar Pradesh has taken this step after seeing that many disabled children were not able to attend school. They either lived far away or were too sick to travel. So, to ensure that education reaches every child, the government has decided to send teachers to their homes. The project is led by Kanchan Verma, who is the State Project Director.

To make this possible, the state government has approved a budget of Rs. 4 crore 7 lakh 5 thousand. This money will be used to make sure that all materials and services reach the children on time. Each child will receive study material worth Rs. 3500. To date, this home study system has been implemented for 11,630 children in Uttar Pradesh.

District-level education officers have been instructed to implement this. They have to arrange special teachers and physiotherapists who will travel to each child’s home. These experts will teach and train the children based on their personal needs. The officers will also make sure that all the learning materials are purchased properly.

For buying the materials, the government has made an online system called the GeM portal. All items will be purchased from this portal to ensure transparency. The government has already given a list of all allowed materials. Officers can only buy items from this list. These include books, stationery, and other educational tools.

The special teachers will make a list of what materials each child needs. They will submit this list to the District Basic Education Officer (BSA). Once the materials are ready, they will be given to each child. A special register will be maintained in every district. This register will keep a record of what material was given to which student.

The whole process is being monitored by the state-level nodal officers. Rajya Pariyojana Nideshak Atma Ram Singh has clearly said that this task must be done without any mistakes. He has asked all District Basic Education Officers to finish the material distribution by 20 August 2025. They must also upload reports on the Manav Sampada portal, the official record-keeping platform of the education department.

This new system will ensure that no disabled child is left behind. Children who were not able to go to school will now be able to learn from the comfort of their homes. It is a big step towards equal education for all. The government is also making sure that there is no corruption or carelessness. All reports will be checked, and strict action will be taken against those who fail in their duties.

To make this program successful, teachers, officers, helpers, and local officials will all work together. They will help with material delivery, training sessions, and checking that the system works properly.

In short, the Uttar Pradesh government is now bringing schools to the homes of children who need it the most. By providing home-based education to severely disabled children, the government is giving them a chance to learn, grow, and live with dignity.
