Home-Based Education for Severely Disabled Children in Uttar Pradesh

In a significant step towards inclusive education, the Uttar Pradesh government has launched a new program for children with severe disabilities. These are children who cannot come to school because of their serious physical or mental conditions. Now, such children will be able to study from the comfort of their own homes. The government will provide all study materials, stationery, and even special training support right at their doorstep.

This new system is called Home-Based Education. It is part of the Samagra Shiksha Abhiyan, a national scheme started by the central government. The aim is to help children with severe disabilities get proper education just like other children. In this program, special teachers (also called special educators) and physiotherapists will visit the homes of these children. They will help them study and train according to their needs.

The government of Uttar Pradesh has taken this step after seeing that many disabled children were not able to attend school. They either lived far away or were too sick to travel. So, to ensure that education reaches every child, the government has decided to send teachers to their homes. The project is led by Kanchan Verma, who is the State Project Director.

To make this possible, the state government has approved a budget of Rs. 4 crore 7 lakh 5 thousand. This money will be used to make sure that all materials and services reach the children on time. Each child will receive study material worth Rs. 3500. To date, this home study system has been implemented for 11,630 children in Uttar Pradesh.

District-level education officers have been instructed to implement this. They have to arrange special teachers and physiotherapists who will travel to each child’s home. These experts will teach and train the children based on their personal needs. The officers will also make sure that all the learning materials are purchased properly.

For buying the materials, the government has made an online system called the GeM portal. All items will be purchased from this portal to ensure transparency. The government has already given a list of all allowed materials. Officers can only buy items from this list. These include books, stationery, and other educational tools.

The special teachers will make a list of what materials each child needs. They will submit this list to the District Basic Education Officer (BSA). Once the materials are ready, they will be given to each child. A special register will be maintained in every district. This register will keep a record of what material was given to which student.

The whole process is being monitored by the state-level nodal officers. Rajya Pariyojana Nideshak Atma Ram Singh has clearly said that this task must be done without any mistakes. He has asked all District Basic Education Officers to finish the material distribution by 20 August 2025. They must also upload reports on the Manav Sampada portal, the official record-keeping platform of the education department.

This new system will ensure that no disabled child is left behind. Children who were not able to go to school will now be able to learn from the comfort of their homes. It is a big step towards equal education for all. The government is also making sure that there is no corruption or carelessness. All reports will be checked, and strict action will be taken against those who fail in their duties.

To make this program successful, teachers, officers, helpers, and local officials will all work together. They will help with material delivery, training sessions, and checking that the system works properly.

Rinku Singh to Join UP Education Dept as BSA Officer

 

Team India’s famous cricketer Rinku Singh is soon going to become a Basic Shiksha Adhikari (BSA) in the Basic Education Department of Uttar Pradesh. This big news came from the state government. उत्तर प्रदेश की राजधानी लखनऊ में गुरुवार को शिक्षा के क्षेत्र में एक ऐतिहासिक कदम उठाया गया। मुख्यमंत्री योगी आदित्यनाथ की उपस्थिति में उत्तर प्रदेश सरकार और ऑस्ट्रेलिया की प्रसिद्ध मोनाश यूनिवर्सिटी के बीच एक महत्वपूर्ण समझौता ज्ञापन (एमओयू) पर हस्ताक्षर किए गए। इस मौके पर मुख्यमंत्री ने कहा कि प्रदेश सरकार शिक्षा को केवल डिग्री पाने का माध्यम नहीं मानती, बल्कि राज्य के समग्र विकास की धुरी मानती है।

इस समझौते के अंतर्गत उत्तर प्रदेश के छात्रों और शिक्षकों को ऑस्ट्रेलिया की मोनाश यूनिवर्सिटी से शोध, अनुसंधान, प्रशिक्षण और तकनीकी सहयोग का अवसर मिलेगा। इससे शिक्षा की गुणवत्ता में सुधार होगा और अंतरराष्ट्रीय मानकों के अनुरूप ज्ञान और प्रशिक्षण उपलब्ध कराया जाएगा।

मुख्यमंत्री ने वेस्टर्न सिडनी यूनिवर्सिटी का किया जिक्र

मुख्यमंत्री ने कहा कि इससे पहले उत्तर प्रदेश सरकार ने वेस्टर्न सिडनी यूनिवर्सिटी के साथ भी सहभागिता की थी, जिसका लाभ प्रदेश के छात्रों को मिला। अब मोनाश यूनिवर्सिटी के साथ यह गठबंधन शिक्षा के वैश्विक मानकों की ओर एक और मजबूत कदम है। उन्होंने बताया कि गौतम बुद्ध विश्वविद्यालय इस साझेदारी का केंद्र बनेगा और इस एमओयू को जमीनी स्तर पर लागू करने में अहम भूमिका निभाएगा।

मुख्य सचिव ने दी जानकारी

मुख्य सचिव मनोज कुमार सिंह ने बताया कि इस एमओयू के जरिए उत्तर प्रदेश के विद्यार्थी और शिक्षक अंतरराष्ट्रीय मंच से जुड़ पाएंगे। उन्होंने कहा कि यह समझौता भारत और ऑस्ट्रेलिया के शैक्षणिक और सांस्कृतिक संबंधों को भी मजबूती देगा।

मोनाश यूनिवर्सिटी क्या है?

मोनाश यूनिवर्सिटी ऑस्ट्रेलिया की एक प्रमुख यूनिवर्सिटी है, जो शिक्षा, अनुसंधान और प्रशिक्षण के क्षेत्र में दुनिया भर में प्रसिद्ध है। यह यूनिवर्सिटी हर साल लगभग 30,000 शिक्षकों को प्रशिक्षण देती है। इन प्रशिक्षकों में अफगानिस्तान और म्यांमार जैसे देशों के शिक्षक भी शामिल होते हैं, जहां लंबे समय से युद्ध और संघर्ष का माहौल है।

अब यूपी के शिक्षक भी होंगे लाभान्वित

छात्रों को मिलेगा रिसर्च और स्कॉलरशिप का अवसर

इस समझौते के माध्यम से यूपी के छात्रों को रिसर्च (अनुसंधान) के लिए नई दिशा मिलेगी। उन्हें ऑस्ट्रेलिया जाकर पढ़ाई करने और वहां के छात्रों के साथ मिलकर काम करने का मौका मिलेगा। इसके साथ ही कुछ प्रतिभाशाली छात्रों को स्कॉलरशिप भी मिल सकती है।

नई शिक्षा नीति 2020 के अनुरूप कदम

Historic MoU between UP Government and Monash University

 

Historic MoU signed in the presence of Chief Minister Yogi Adityanath, students and teachers of UP will get an opportunity to connect with the international platform

A historic step was taken in the field of education on Thursday in Lucknow, the capital of Uttar Pradesh. An important Memorandum of Understanding (MoU) was signed between the Government of Uttar Pradesh and the famous Monash University of Australia in the presence of Chief Minister Yogi Adityanath. On this occasion, the Chief Minister said that the state government does not consider education only as a means to get a degree, but considers it to be the axis of the overall development of the state.

Chief Minister Yogi Adityanath said that this MoU is in line with the spirit of the National Education Policy 2020, which will promote multidimensional learning, skill development and international cooperation. He said that now the time has come for our students and teachers to be limited only to the state or country, but also make their mark on the world stage.

Under this agreement, the students and teachers of Uttar Pradesh will get the opportunity for research, training, and technical cooperation from Monash University of Australia. This will improve the quality of education and knowledge and training will be provided as per international standards.

The Chief Minister mentioned Western Sydney University

The Chief Minister said that earlier, the Uttar Pradesh government had also partnered with Western Sydney University, which benefited the students of the state. He said that Gautam Buddha University will become the center of this partnership and will play an important role in implementing this MoU at the ground level.

Chief Secretary Manoj Kumar Singh said that through this MoU, students and teachers of Uttar Pradesh will be able to connect with the international platform. He said that this agreement will also strengthen the educational and cultural relations between India and Australia.

Monash University is a leading university in Australia, which is famous all over the world in the field of education, research and training. This university trains about 30,000 teachers every year.
