UP LT Grade & Lecturer Recruitment 2025 Update

 

Good news has come for the students who are waiting for government teacher jobs in Uttar Pradesh. The path for the recruitment of Assistant Teachers (LT Grade Teachers) and Lecturers (Pravakta) in government secondary schools is now clear. The Directorate of Secondary Education has sent a fresh proposal (called adhisan) for more than 9000 posts to the Uttar Pradesh Public Service Commission (UPPSC). This means the recruitment process can now begin soon.
Earlier, the Commission had received a proposal for 8,905 posts for LT Grade Teachers and Lecturers. But at that time, the subject-wise reservation (which category gets how many posts in each subject) was not included. As a result, the Commission returned the proposal to the Directorate for necessary corrections and updates. They said that without reservation details, the process could not go forward. The Commission asked the Directorate to re-send the proposal with proper reservation details.
Now, after a long wait, the Directorate has finally sent the proposal again. This time, the proposal includes around 2017 extra posts along with complete reservation information for each subject. Sources in the Directorate say that this proposal was sent to the Commission two days ago. Now, the recruitment process can begin without any further delay.
This is a big relief for many candidates who have been waiting for years. The last LT Grade Teacher recruitment was advertised in the year 2018. The Pravakta or Lecturer recruitment was last announced in 2020. It has been a very long wait — around 7 years for LT Grade and 4–5 years for Pravakta posts. Many candidates have been preparing for these posts for a long time, hoping to get a government job in the education sector.
Over the last year, these job seekers have protested and raised their voice more than 20 times. They held sit-ins, demonstrations, and met with officials to demand that the government start the recruitment process. Now their efforts have finally given results. The Directorate and the UPPSC are both now ready to start the recruitment.
The UPPSC can now soon publish the advertisement for new recruitment. After that, the application process will begin. The candidates will have to fill out online forms, pay the application fees, and later appear for written exams. After exams, there will be results, and selected candidates will be posted as teachers in government schools.
This new recruitment will help improve the education system too. Many government schools do not have enough teachers. Students face problems in learning because their classes do not have subject teachers. With the recruitment of over 9000 new teachers and lecturers, these problems will be reduced. The new teachers will help children in classes 9 to 12 learn subjects better. It will also reduce the workload of existing teachers who are overburdened.
The new proposal includes teachers for different subjects like Hindi, English, Mathematics, Science, Social Science, Computer, Commerce, Biology, Sanskrit, and more. There are posts for both male and female teachers. The reservation list gives details about how many posts are for General, OBC, SC, ST, and other categories. This makes the recruitment fair for everyone.
Candidates are advised to keep checking the official website of UPPSC regularly. As soon as the advertisement is published, it will be available there. It is also advised that they keep their documents ready, like their mark sheets, certificates, caste certificates (if needed), and photos. They should also read the instructions carefully before filling out the form.
This recruitment will be done in a proper step-by-step manner. First, the advertisement will be released. Then the online form process will start. After that, UPPSC will conduct a written exam. The pattern of the exam and syllabus will be shared in the official notification. After the written exam, the answer key will be released. Then the results will be declared. Finally, the selected candidates will get their joining letters and be posted to schools across Uttar Pradesh.
Candidates should stay positive and prepare well for the exam. They should revise their subjects and solve previous years' question papers. Good preparation and smart study will help them score well. There will be tough competition, so hard work is needed.
This recruitment is not just important for job seekers, but also for lakhs of students in government schools. New teachers will bring new energy and better teaching. Rinku Singh to Join UP Education Dept as BSA Officer

 

Team India’s famous cricketer Rinku Singh is soon going to become a Basic Shiksha Adhikari (BSA) in the Basic Education Department of Uttar Pradesh. This big news came from the state government. Rinku Singh is a well-known player who has made India proud by playing great cricket in international matches. He is now being given this job under the direct recruitment system for international medal winners. The Sports Department and the Uttar Pradesh government are working together to give important government posts to such players.

Rinku Singh is a part of the Indian T20 cricket team. He belongs to Aligarh, Uttar Pradesh. Recently, he got engaged to Priya Sarvotham, who is a Member of Parliament from the Samajwadi Party. Their wedding date will be announced soon.

The Uttar Pradesh government wants to give respect and good jobs to players who have won medals for India. In this meeting, it was agreed that Rinku Singh will be made a Basic Shiksha Adhikari in the Basic Education Department. This is a very honorable post. Along with Rinku Singh, many other athletes are also being given government jobs. Athlete Praveen Kumar will become a Deputy Superintendent of Police (DSP) in the Home Department. Hockey player Rajkumar Pal will also get the post of Superintendent of Police (SP) in the same department. Para-athlete Ajit Singh will become a District Panchayati Raj Officer in the Panchayati Raj Department. Para-athlete Simran will also get the same post in another district. Another para-athlete, Preeti Pal, will become a Block Development Officer (BDO) in the Rural Development Department. All these posts are officer-level jobs. बीटीसी-2004 बैच के शिक्षकों को पुरानी पेंशन योजना का फायदा नहीं मिलेगा

 

यह खबर उत्तर प्रदेश के उन 35 हजार से ज्यादा शिक्षकों के लिए एक बड़ा झटका है, जो 2004 में नियुक्त हुए थे और उन्हें उम्मीद थी कि उन्हें पुरानी पेंशन योजना का लाभ मिलेगा। बेसिक शिक्षा परिषद के सचिव ने एक पत्र में साफ कर दिया है कि इन शिक्षकों को अब पुरानी पेंशन योजना का फायदा नहीं दिया जाएगा। यह जानकारी प्रयागराज से आई है, जहां यह मामला लंबे समय से चर्चा में था।

यह बात इसलिए जरूरी है क्योंकि सरकार ने 1 जनवरी 2004 से नई पेंशन योजना लागू कर दी थी, जिसके बाद पुरानी पेंशन योजना को बंद कर दिया गया था। लेकिन 2004 में शिक्षक भर्ती प्रक्रिया शुरू हुई थी, और बहुत से शिक्षकों को लगता है कि उन्हें उसी समय की पेंशन योजना मिलनी चाहिए। उनका कहना है कि भर्ती प्रक्रिया 2004 में शुरू हुई थी, इसलिए उन्हें भी पुरानी पेंशन मिलनी चाहिए।

बेसिक शिक्षा परिषद के सचिव ने जो जवाब दिया, उसमें कहा गया है कि 2004 की भर्ती प्रक्रिया भले ही उस साल शुरू हुई थी, लेकिन नियुक्ति पत्र दिसंबर 2005 और जनवरी 2006 में जारी किए गए थे। उस समय तक पुरानी पेंशन योजना बंद हो चुकी थी और नई योजना लागू हो चुकी थी। इसी वजह से इन शिक्षकों को पुरानी पेंशन नहीं दी जा सकती।

शिक्षकों की तरफ से विधान परिषद में एमएलसी अरुण कुमार पाठक ने यह सवाल उठाया था। उन्होंने मांग की थी कि 2004 बैच के शिक्षकों को पुरानी पेंशन का लाभ मिलना चाहिए। इस पर सरकार की तरफ से कहा गया कि यह संभव नहीं है, क्योंकि नियम साफ हैं कि जो भी नियुक्ति 31 अक्टूबर 2005 के बाद हुई है, उन्हें नई पेंशन योजना के अनुसार ही लाभ मिलेगा।

शिक्षकों की नाराजगी इस बात को लेकर है कि उन्होंने परीक्षा और चयन की प्रक्रिया 2004 में पूरी कर ली थी। लेकिन जब नियुक्ति पत्र मिला, तब तक नियम बदल चुके थे। इस कारण उन्हें पुरानी योजना का लाभ नहीं मिलेगा। उनका कहना है कि यह उनके साथ अन्याय है।

इस भर्ती के तहत लगभग 35,378 शिक्षकों की नियुक्ति हुई थी। यह नियुक्ति प्रक्रिया ‘बीटीसी-2004’ नाम से जानी जाती है। इन शिक्षकों ने 2004 में प्रशिक्षण शुरू किया था और उसके बाद चयनित होकर नियुक्त हुए। लेकिन विभाग का कहना है कि भर्ती की प्रक्रिया पूरी होने की तिथि ही मान्य होती है, न कि सिर्फ चयन या प्रशिक्षण की तारीख।

सरकार का कहना है कि उन्होंने 31 अक्टूबर 2005 को एक शासनादेश जारी किया था, जिसमें साफ लिखा था कि इस तारीख के बाद जिनकी नियुक्ति होगी, उन्हें नई पेंशन योजना में ही रखा जाएगा। चूंकि बीटीसी-2004 बैच के शिक्षकों को नियुक्ति पत्र दिसंबर 2005 और जनवरी 2006 में मिला, इसलिए वे उस आदेश के तहत आते हैं।

बेसिक शिक्षा परिषद ने यह भी कहा है कि शासन के आदेश और नियमों के अनुसार ही शिक्षकों को लाभ मिल सकता है। इसलिए इस मामले में किसी तरह की छूट या विशेष अनुमति नहीं दी जा सकती। जो नियुक्तियां आदेश के बाद हुई हैं, उन्हें पुरानी योजना का लाभ नहीं मिलेगा।

हालांकि शिक्षक इस फैसले से खुश नहीं हैं। उनका मानना है कि यह नाइंसाफी है। उन्होंने 2004 में परीक्षाएं दीं, प्रशिक्षण लिया, और नियुक्ति प्रक्रिया में समय लगाया। अब सिर्फ इस कारण कि नियुक्ति पत्र कुछ समय बाद मिला, उन्हें पुरानी योजना से बाहर कर दिया गया। यह उनके साथ अन्याय है।

शिक्षकों का कहना है कि सरकार को इस मामले में सहानुभूति दिखानी चाहिए। उन्हें वह लाभ मिलना चाहिए जो उनके साथियों को पहले मिला था। यदि नियुक्ति प्रक्रिया में देरी सरकार की ओर से हुई थी, तो उसकी सजा शिक्षकों को नहीं मिलनी चाहिए।

कई शिक्षक संगठनों ने भी इस फैसले का विरोध किया है और सरकार से मांग की है कि वह इस निर्णय पर पुनर्विचार करे। उनका कहना है कि अगर सरकार चाहें तो इस पर विशेष छूट देकर शिक्षकों को पुरानी योजना में शामिल कर सकती है।

फिलहाल सरकार ने यह साफ कर दिया है कि बीटीसी-2004 बैच के शिक्षकों को पुरानी पेंशन योजना नहीं मिलेगी। यह आदेश 28 जून 2024 तक लागू रहेगा और आगे भी इसमें बदलाव की संभावना कम ही है।

इस फैसले से हजारों शिक्षक प्रभावित होंगे। उन्होंने सालों तक सेवा दी है और अब उन्हें नई योजना के तहत रिटायरमेंट के बाद मिलने वाली पेंशन पर निर्भर रहना होगा। नई पेंशन योजना में मिलने वाली रकम निश्चित नहीं होती, इसलिए बुजुर्ग अवस्था में परेशानी हो सकती है।

इसलिए शिक्षक चाहते हैं कि सरकार उनकी मांगों पर ध्यान दे और पुरानी योजना को उनके लिए फिर से लागू करे। अगर यह नहीं होता है, तो शिक्षक संगठन आंदोलन की राह भी अपना सकते हैं या अदालत का दरवाजा भी खटखटा सकते हैं।

कुल मिलाकर यह मामला भावनात्मक, प्रशासनिक और कानूनी तीनों रूपों में काफी बड़ा है। शिक्षक खुद को ठगा महसूस कर रहे हैं और सरकार नियमों का पालन करने की बात कर रही है। अब देखना यह होगा कि सरकार इस मामले में कोई राहत देती है या नहीं। शिक्षक उम्मीद कर रहे हैं कि आने वाले समय में उनके साथ न्याय होगा।

Teachers of BTC-2004 batch will not get the benefit of old pension scheme

 

This news is about more than 35,000 teachers in Uttar Pradesh who are very sad because they will not get the old type of pension after retirement. These teachers were selected in the BTC 2004 batch. They were hoping to get the same pension benefits as older teachers, but now the government has said no.

The Basic Education Council Secretary has written a letter saying clearly that these teachers will not get the old pension. This matter was being discussed for a long time. Teachers thought they should get the old pension because their training and selection had started in 2004. But the government changed the pension system on January 1, 2004.

A member of the Legislative Council, Mr. Arun Kumar Pathak, asked the government to give the 2004 teachers the old pension. But the answer from the government was that the appointment letters were given in December 2005 and January 2006, and by then, the new pension system had already started. So, the rule of the new system will apply to them.

The government had issued an order on 31 October 2005. In that order, it was clearly written that any teacher who joins after this date will not get the old pension. Because BTC-2004 teachers got their appointment after this date, they will not get the old system of pension.

Teachers are feeling very upset because they gave exams, did training, and were selected in 2004. But just because the appointment letters came late, they are being told they cannot get the old pension. Teachers say it was not their fault that the letters came late, so they should not be punished.

In this 2004 batch, about 35,378 teachers were selected. They finished their training in 2004 and waited for their joining. But the department says that only the joining date is important when deciding the pension, not the training date.

The Basic Education Council also said that it will follow the rules made by the government and cannot give any special benefits. The teachers are not happy with this and are asking the government to think again. They say they should be given the same pension as other teachers who joined around that time.

Many teacher groups are asking the government to give some help to these teachers. They believe the delay in appointments was due to the government’s process, not the teachers. So, the teachers should get justice.

Right now, the decision says these teachers will be under the new pension plan. This rule will stay till at least 28 June 2024. The new pension plan does not give a fixed amount every month after retirement. That’s why teachers are scared they won’t have enough money when they get old.

The teachers are now hoping that the government will think again. If not, they may protest or go to court. They want to fight for their rights.

This is a big issue for many teachers who have given years of service. They feel they are being treated unfairly. The government is following the rules, but the teachers want kindness and support.

मुख्यमंत्री ने कहा कि इससे पहले उत्तर प्रदेश सरकार ने वेस्टर्न सिडनी यूनिवर्सिटी के साथ भी सहभागिता की थी, जिसका लाभ प्रदेश के छात्रों को मिला। अब मोनाश यूनिवर्सिटी के साथ यह गठबंधन शिक्षा के वैश्विक मानकों की ओर एक और मजबूत कदम है। उन्होंने बताया कि गौतम बुद्ध विश्वविद्यालय इस साझेदारी का केंद्र बनेगा और इस एमओयू को जमीनी स्तर पर लागू करने में अहम भूमिका निभाएगा।

मुख्य सचिव मनोज कुमार सिंह ने बताया कि इस एमओयू के जरिए उत्तर प्रदेश के विद्यार्थी और शिक्षक अंतरराष्ट्रीय मंच से जुड़ पाएंगे। उन्होंने कहा कि यह समझौता भारत और ऑस्ट्रेलिया के शैक्षणिक और सांस्कृतिक संबंधों को भी मजबूती देगा।

मोनाश यूनिवर्सिटी क्या है?

आज हम एक ऐसे खास सामाजिक प्रयास के बारे में जानेंगे जो दिखाता है कि जब लोग नेक इरादे से साथ आते हैं तो कैसे थोड़ी सी रकम भी बड़ा बदलाव ला सकती है। यह कहानी है TSCT (टीचर्स सपोर्ट एंड केयर टीम) की। इस अभियान में लोगों ने सिर्फ़ ₹155 दिए और हर ज़रूरतमंद परिवार को लगभग ₹48 लाख की मदद मिली। यह न सिर्फ़ आर्थिक मदद है बल्कि हमारे समाज में एकता और दयालुता की मिसाल भी है।

कैसे हुआ यह?

इस अभियान की योजना बहुत सरल थी, लेकिन इसका नतीजा कमाल का रहा। आइए मुख्य तथ्यों को समझते हैं:

उत्तर प्रदेश में कुल सदस्य: 3,11,161 से ज़्यादा शिक्षक TSCT का हिस्सा हैं।

हर व्यक्ति द्वारा दी गई राशि: हर सदस्य ने एक परिवार के लिए सिर्फ़ ₹15.50 दिए।

एक परिवार को मिली राशि: लगभग ₹48 लाख।

कुल परिवारों की मदद की गई: 20 गरीब और जरूरतमंद परिवार।

लगा समय: यह काम सिर्फ़ 13 दिनों में पूरा हुआ।

ये संख्याएँ सामान्य लग सकती हैं, लेकिन ये दिखाती हैं कि एकता और देखभाल कितनी शक्तिशाली हो सकती है।

TSCT का लक्ष्य और भावना

TSCT का मुख्य लक्ष्य शिक्षकों और उनके परिवारों की मदद करना है, जब वे आर्थिक संकट में हों। यह संगठन स्वैच्छिक मदद से चलता है। इसका मतलब है कि लोग बिना किसी दबाव के मदद करते हैं और किसी के साथ गलत व्यवहार नहीं किया जाता।

इस अभियान से सबसे बड़ी सीख यह है: जब हर कोई थोड़ी-थोड़ी मदद करता है, तो हम बड़ी समस्याओं का समाधान कर सकते हैं। हर सदस्य ने साबित किया कि एकता शक्तिशाली है - ₹15.50 से भी।

किसको मिली मदद?

इस अभियान में 20 परिवारों की मदद की गई। ये सभी गंभीर समस्याओं का सामना कर रहे थे।

कुछ परिवारों के पास इलाज के लिए पैसे नहीं थे।

कुछ बच्चों की पढ़ाई रुक रही थी।

कुछ परिवार अपने घर का किराया भी नहीं दे पा रहे थे।

ऐसे मुश्किल समय में TSCT ने उन्हें नई उम्मीद दी।

इस काम को किसने संभव बनाया?

यह सफलता सिर्फ़ सदस्यों की बदौलत संभव नहीं थी। इस काम में कई टीमों ने मदद की - जैसे ब्लॉक टीमें, जिला टीमें, राज्य आईटी सेल, राज्य कार्यकारिणी और संस्थापक मंडल। सभी ने अपना समय और प्रयास दिया ताकि यह सुनिश्चित हो सके कि मदद सही लोगों तक सही तरीके से पहुंचे।

सिर्फ़ 13 दिनों में एक ऐतिहासिक काम

सिर्फ़ 13 दिनों में इतना पैसा इकट्ठा करना और उसे सही परिवारों तक पहुँचाना एक बड़ी सफलता है। यह सिर्फ़ इसलिए संभव हो पाया क्योंकि सभी ने ईमानदारी और देखभाल के साथ मिलकर काम किया।

कई बार लोगों को मदद की ज़रूरत होती है लेकिन उन्हें नहीं पता होता कि कहाँ जाएँ। TSCT एक ऐसा प्लेटफ़ॉर्म है जो न सिर्फ़ पैसे में मदद देता है बल्कि मानसिक और भावनात्मक सहारा भी देता है।

TSCT क्यों ज़रूरी है?

इससे यह सिद्ध होता है कि जब हम साथ आते हैं, तो हम न सिर्फ़ आज की समस्याओं को हल कर सकते हैं, बल्कि एक बेहतर भविष्य का निर्माण भी कर सकते हैं।

इस अभियान ने इस बार सिर्फ़ 20 परिवारों की मदद की, लेकिन इसने पूरे समाज को प्रेरित किया है।

अगर ₹155 से एक परिवार को ₹48 लाख मिल सकते हैं, तो सोचिए कि अगर हम हर महीने थोड़ी सी रकम दें, तो हम कितने और परिवारों की मदद कर सकते हैं।

यह सिर्फ़ आर्थिक मदद नहीं है। यह एक तरह का सामाजिक बीमा है, जहाँ हम सब एक-दूसरे की रक्षा करते हैं।

यह मॉडल हर राज्य में काम कर सकता है

TSCT मॉडल सिर्फ़ शिक्षकों के लिए नहीं है। यह सभी को सिखाता है कि एकता और टीमवर्क से बड़ी समस्याओं का समाधान हो सकता है।

TSCT – शिक्षकों की सेवा और सहयोग की मिसाल

 

आज हम एक ऐसी संस्था की बात करने जा रहे हैं जो शिक्षकों के जीवन में उम्मीद, सहयोग और इंसानियत की नई रौशनी लेकर आई है – TSCT यानी "teachers self care team”। यह संस्था ना सिर्फ एक सामाजिक आंदोलन बन चुकी है, बल्कि यह पूरे उत्तर प्रदेश में शिक्षक समुदाय के बीच एक मजबूत सहारा बनकर उभरी है। जब इसका गठन हुआ था, तब किसी को यह अंदाज़ा नहीं था कि आने वाले समय में यह 4 लाख शिक्षकों के विश्वास की मिसाल बनेगी। यह केवल एक संस्था नहीं, बल्कि एक भावना है, एक परिवार है जो हर मुश्किल घड़ी में अपने साथियों के साथ खड़ा रहता है।

TSCT की स्थापना और उसका उद्देश्य:

करीब पाँच साल पहले, जब TSCT की स्थापना हुई, तब इसका मकसद था – संकट के समय में शिक्षक साथियों की मदद करना। इस संस्था की नींव ऐसे लोगों ने रखी जो निस्वार्थ भाव से समाज और शिक्षक समुदाय की भलाई के लिए समर्पित थे। धीरे-धीरे यह संस्था एक आंदोलन बन गई। हजारों शिक्षक जुड़ते गए, मदद करने लगे और जरूरतमंदों को संबल देने लगे।

TSCT का उद्देश्य है कि आज हम जिन लोगों की मदद करते हैं, वही कल को किसी और की मदद करने वाले बनें। यानी – आज का सहयोग, कल का सहारा। यही संस्था का मूलमंत्र है।

15 मई 2025 से चल रहा सहयोग अभियान:

इस वर्ष 15 मई से TSCT का एक और सहयोग अभियान शुरू हुआ, जिसमें दो ऐसे परिवारों को सहायता दी गई जिनकी स्थितियाँ बहुत भावुक करने वाली थीं:

1. स्वर्गीय हरीश गंगवार जी (बरेली):

एक कर्मठ और निष्ठावान शिक्षक जो जीवनभर सहयोग के भाव से जुड़े रहे। उनके निधन के बाद TSCT ने उनके परिवार की मदद के लिए कदम आगे बढ़ाया।

2. आजमगढ़ के शिक्षा मित्र का परिवार:

एक ऐसा परिवार जो आज भी छप्पर के नीचे जीवन यापन कर रहा है, जिसके पास खुद का घर नहीं है। उनके हालात देखकर हर कोई भावुक हो गया और TSCT ने इस परिवार की मदद कर मिसाल पेश की।

एक अनोखा और भावनात्मक अनुभव:

इस माह एक और बहुत महत्वपूर्ण और दिल को छू जाने वाली घटना घटी। TSCT ने उस दिवंगत शिक्षक साथी के परिवार की मदद की, जिसने कभी संस्था की निंदा की थी। उन्होंने TSCT के संस्थापक मंडल और उसके सदस्यों को सोशल मीडिया पर बदनाम करने की कोशिश की, आपसी बातचीत के ऑडियो और स्क्रीनशॉट सार्वजनिक किए और संस्था की छवि को नुकसान पहुंचाने का प्रयास किया।

लेकिन जब वह शिक्षक गंभीर बीमारी से पीड़ित हुए और संस्था से जुड़ना चाहा, तो TSCT ने उन्हें खुले दिल से अपनाया। किसी ने भी उनकी पिछली बातों का बदला नहीं लिया। बल्कि संस्था के सभी सदस्यों ने ईश्वर से उनके स्वास्थ्य की कामना की। दुर्भाग्यवश उनका निधन हो गया। लेकिन उनके परिवार को TSCT ने पूरा सहयोग देकर यह सिद्ध कर दिया कि मानवता सबसे ऊपर है।

यह उदाहरण बताता है कि TSCT केवल एक संस्था नहीं, बल्कि एक संस्कार है – क्षमा, सेवा और अपनत्व का प्रतीक।

नियम और व्यवस्था की आवश्यकता:

TSCT जैसे बड़े समूह को चलाना कोई आसान काम नहीं। जब कोई व्यवस्था चलती है, तो उसमें नियम बनाना जरूरी होता है। लेकिन नियम कभी किसी को लाभ देते हैं तो कभी किसी को कठिनाई भी होती है। यही जीवन का सच है।

हर किसी को खुश रखना संभव नहीं, लेकिन अगर सोच और नीयत सही हो, तो संस्था अपने रास्ते पर मजबूती से चल सकती है। TSCT के संचालकों ने हमेशा यह कोशिश की कि किसी भी सदस्य के साथ अन्याय ना हो। कोई भूखा ना रहे, कोई संकट में अकेला ना पड़े, यह संस्था का संकल्प है।

TSCT क्यों है खास?

• सहयोग की भावना: हर सदस्य दूसरों की मदद के लिए तत्पर रहता है।

• समर्पण: TSCT के संचालकों ने बिना किसी लाभ की उम्मीद के सेवा को अपना धर्म बना लिया है।

• पारदर्शिता: संस्था में हर निर्णय खुले मंच पर साझा किया जाता है ताकि किसी को कोई भ्रम ना रहे।

• समुदाय का विश्वास: पूरे प्रदेश के 80% से अधिक शिक्षक TSCT से जुड़े हैं, जो अपने आप में एक बहुत बड़ी उपलब्धि है।

TSCT का संदेश:

TSCT का यही संदेश है कि आप संस्था के नियमों या नेतृत्व से मतभेद रख सकते हैं, लेकिन पूरी संस्था या प्रदेश के लाखों शिक्षकों से नाराजगी रखना अनुचित है। जो संस्था लाखों लोगों के दुःख में सहभागी है, जो हर आहट पर मदद के लिए तैयार है, उसका उद्देश्य हमेशा सेवा ही रहा है।

जब कोई शिक्षक TSCT की सहायता से फिर से मुस्कुराता है, जब किसी शिक्षक परिवार की रसोई में खाना बनता है, जब किसी विधवा को बच्चों की पढ़ाई का सहारा मिलता है – तब TSCT का हर सदस्य गौरव अनुभव करता है।

संस्था की ताकत – उसका संगठन:

TSCT आज जिस ऊँचाई पर है, उसका श्रेय उन हजारों शिक्षकों को जाता है जिन्होंने तन-मन-धन से संस्था को सींचा है। चाहे बाढ़ हो, बीमारी हो या आकस्मिक मृत्यु – TSCT हमेशा साथी के घर पहले पहुँचती है।

इसके संचालन में कोई राजनीति नहीं, कोई स्वार्थ नहीं – बस सेवा की भावना है। यहाँ कोई छोटा बड़ा नहीं, हर कोई "TSCT परिवार" का सदस्य है।

निष्कर्ष:

TSCT की कहानी सिर्फ एक संस्था की नहीं है, बल्कि यह उस संस्कृति की कहानी है जिसमें "वसुधैव कुटुम्बकम्" यानी पूरी दुनिया को परिवार मानने की सोच है। किसी की निंदा से नहीं, किसी के साथ खड़े होने से संगठन बनते हैं।

इसलिए अगर आप कभी किसी शिक्षक साथी को परेशानी में देखें, तो TSCT की याद ज़रूर करें। शायद वही दिन आपके जीवन का सबसे बड़ा दिन बन जाए।

जामिया उर्दू की डिग्रियां अमान्य, हाईकोर्ट का बड़ा फैसला

 

17 मई 2025 को इलाहाबाद उच्च न्यायालय ने एक महत्वपूर्ण फैसला सुनाया, जिसका असर उत्तर प्रदेश में सरकारी शिक्षक पदों के लिए हजारों अभ्यर्थियों पर पड़ा है। यह मामला जामिया उर्दू, अलीगढ़ द्वारा प्रदान की जाने वाली दो विशेष शैक्षिक योग्यताओं—आदिब-ए-कामिल और मौल्लिम-ए-उर्दू—की मान्यता और वैधता पर केंद्रित था। इन डिग्रियों का उपयोग लंबे समय से उम्मीदवार उत्तर प्रदेश बेसिक एजुकेशन बोर्ड (UPBEB) के तहत उर्दू शिक्षण के लिए असिस्टेंट टीचर की भर्ती में पात्रता साबित करने के लिए करते आ रहे थे। लेकिन अदालत के इस निर्णय ने इन डिग्रियों की वैधता और अकादमिक मान्यता पर सवाल खड़ा कर दिया है, जिससे इनके धारकों को राज्य शिक्षक पदों के लिए आवेदन करने से effectively रोका गया है।

 उच्च न्यायालय के निर्णय, मामले की पृष्ठभूमि, जामिया उर्दू और उसके कार्यक्रमों की स्थिति तथा इस फैसले के शैक्षिक नीति, प्रभावित उम्मीदवारों और राज्य की भर्ती प्रक्रियाओं पर व्यापक प्रभावों का विश्लेषण  है।

1. विवाद की पृष्ठभूमि

जामिया उर्दू, अलीगढ़ की स्थापना 1939 में उर्दू भाषा और साहित्य के प्रचार-प्रसार के उद्देश्य से हुई थी। इसने वर्षों से मौल्लिम-ए-उर्दू जैसे कार्यक्रम संचालित किए, जो उर्दू शिक्षकों के प्रशिक्षण के लिए थे, और आदिब-ए-कामिल, जिसे उर्दू साहित्य में स्नातक डिग्री के समकक्ष माना जाता था।

कई दशकों तक इन डिग्रियों के धारकों को उत्तर प्रदेश में शिक्षक भर्ती प्रक्रिया में भाग लेने की अनुमति मिली। विशेष रूप से, मौल्लिम-ए-उर्दू को एक व्यावसायिक शिक्षक प्रशिक्षण योग्यता के रूप में स्वीकार किया जाता था, जबकि आदिब-ए-कामिल को अकादमिक पात्रता के लिए बीए उर्दू के समकक्ष माना जाता था।

हालांकि, जब सवाल उठे कि ये डिग्रियां विश्वविद्यालय अनुदान आयोग (UGC) और राष्ट्रीय शिक्षक शिक्षा परिषद (NCTE) द्वारा मान्यता प्राप्त डिग्रियों के समकक्ष हैं या नहीं, तो इन डिग्रियों को लेकर कानूनी जांच शुरू हुई। यह विवाद खासतौर पर 2019 में असिस्टेंट टीचर भर्ती (69,000 पदों) के दौरान और बाद के चयन में उभरा, जिसमें सवाल पूछा गया कि क्या इन डिग्रियों को आरटीई एक्ट, 2009 के तहत बी.एड./डी.एल.एड. जैसी मान्यता प्राप्त योग्यताओं के बराबर माना जा सकता है।

2. उठाए गए मुख्य कानूनी प्रश्न

इलाहाबाद उच्च न्यायालय ने निम्नलिखित अहम सवालों पर विचार किया:

a .  क्या जामिया उर्दू, अलीगढ़ भारत के कानून के तहत मान्यता प्राप्त विश्वविद्यालय है?

b . क्या "मौल्लिम-ए-उर्दू" और "आदिब-ए-कामिल" डिग्रियां शिक्षक प्रशिक्षण या अकादमिक डिग्रियों जैसे                  बी.एड. या बीए उर्दू के बराबर हैं?

c . क्या ये योग्यताएं NCTE और UGC द्वारा निर्धारित मानकों को पूरा करती हैं, ताकि सरकारी स्कूलों में शिक्षण          पदों के लिए नियुक्ति हो सके?

d . क्या सरकार द्वारा पूर्व में इन डिग्रियों को स्वीकार किया जाना नियुक्ति का अधिकार बनाता है?

ये प्रश्न विश्वविद्यालय अनुदान आयोग अधिनियम, 1956, राष्ट्रीय शिक्षक शिक्षा परिषद अधिनियम, 1993, और उत्तर प्रदेश बेसिक एजुकेशन विभाग द्वारा जारी भर्ती नियमों के व्याख्यान पर आधारित थे।

3. अदालत का विश्लेषण और निष्कर्ष

इलाहाबाद उच्च न्यायालय ने जामिया उर्दू की स्थिति और संबंधित डिग्रियों की प्रकृति का गहराई से विश्लेषण किया। मुख्य निष्कर्ष इस प्रकार हैं:

(a) जामिया उर्दू मान्यता प्राप्त विश्वविद्यालय नहीं है

अदालत ने कहा कि जामिया उर्दू न तो संसद या राज्य विधानमंडल द्वारा स्थापित विश्वविद्यालय है और न ही UGC अधिनियम की धारा 3 के तहत डीन विश्वविद्यालय। यह UGC या NCTE की मान्यता प्राप्त संस्थाओं की सूची में नहीं है। इसलिए, यह भारतीय कानून के अनुसार वैध डिग्रियां प्रदान करने के लिए सक्षम नहीं है।

(b) डिग्रियां बी.एड./डी.एल.एड. के बराबर नहीं हैं

मौल्लिम-ए-उर्दू को NCTE द्वारा शिक्षक प्रशिक्षण की आधिकारिक योग्यता के रूप में स्वीकार नहीं किया गया है। इसी तरह, आदिब-ए-कामिल को भी मान्यता प्राप्त विश्वविद्यालय द्वारा प्रदान की जाने वाली स्नातक डिग्री के समान नहीं माना जा सकता। न तो राज्य सरकार और न ही केंद्र सरकार ने इसे कानूनी रूप से मान्यता दी है।

(c) पूर्व प्रथा कानूनी अधिकार नहीं बना सकती

अदालत ने कहा कि प्रशासन द्वारा पहले इन डिग्रियों को स्वीकार करना कानूनी अधिकार नहीं बनाता। यह एक प्रशासनिक त्रुटि थी जिसे जारी नहीं रखा जा सकता। अभ्यर्थियों को पूर्व में हुई गलत व्याख्या के आधार पर अधिकार नहीं मिल सकता।

4. प्रभावित अभ्यर्थियों पर प्रभाव

यह फैसला उन हजारों उम्मीदवारों को सीधे प्रभावित करता है, जिन्होंने अपनी मौल्लिम-ए-उर्दू और आदिब-ए-कामिल डिग्रियों के आधार पर शिक्षक पदों के लिए आवेदन किया था।

कई उम्मीदवारों ने:

a . CTET और UPTET जैसे शिक्षक पात्रता परीक्षा दी है।

b . लिखित परीक्षा और साक्षात्कार पास कर नियुक्ति के लिए चुने गए हैं।

c . नियुक्ति पत्र प्राप्त किए हैं या सत्यापन के अंतिम चरण में थे।

फैसले के बाद उनकी योग्यताएं अमान्य मानी गईं, जिससे वे भर्ती प्रक्रिया से बाहर हो गए। यह स्थिति उनके लिए मानसिक और सामाजिक संकट उत्पन्न कर रही है, क्योंकि इनमें से अधिकांश अभ्यर्थी वंचित वर्ग से आते हैं और वर्षों का मेहनत उन्होंने इस दिशा में लगाई थी।

5. व्यापक कानूनी और नीति संबंधी परिणाम

इस निर्णय के शिक्षा प्रबंधन और नियमों की स्पष्टता के लिए कई महत्वपूर्ण प्रभाव हैं:

(a) UGC और NCTE की अधिकारिता की पुष्टि

अदालत ने UGC और NCTE को उच्च शिक्षा और शिक्षक प्रशिक्षण के लिए सर्वोच्च नियामक माना। कोई भी निजी संस्था, जब तक इसे ये निकाय मान्यता न दें, वैध डिग्री या शिक्षक योग्यता नहीं दे सकती।

(b) शिक्षक पात्रता मानदंडों में समानता की आवश्यकता

अदालत ने शिक्षक भर्ती में पारदर्शी और एकरूप मानदंडों की आवश्यकता पर जोर दिया। डिग्रियों की समानता को लेकर असमंजस से मुकदमेबाजी और करियर अस्थिरता होती है।

(c) राज्य की जिम्मेदारी

अदालत ने कहा कि राज्य को यह सुनिश्चित करना चाहिए कि शैक्षिक न्याय हो। जो उम्मीदवार जामिया उर्दू की डिग्रियों पर भरोसा करके तैयारी कर रहे थे, उनके लिए संक्रमणकालीन सहायता, पुनः प्रशिक्षण, या वैध योग्यताओं के साथ भविष्य की भर्ती में समावेश की व्यवस्था होनी चाहिए।

6. हितधारकों की प्रतिक्रिया

(a) अभ्यर्थी और संबंधित संघ

उर्दू शिक्षकों के प्रतिनिधि संघों और अभ्यर्थियों ने फैसले को निराशाजनक और अन्यायपूर्ण बताया है। वे उच्च न्यायालय या सुप्रीम कोर्ट में अपील की योजना बना रहे हैं। कुछ ने उत्तर प्रदेश सरकार से मांग की है कि जामिया उर्दू की डिग्रियों को रेट्रोएक्टिव मान्यता या एक बार का छूट दिया जाए।

(b) जामिया उर्दू की प्रतिक्रिया

जामिया उर्दू ने अपनी विरासत की रक्षा की है और कहा है कि उसे स्वतंत्रता पूर्व भारत सरकार से मान्यता प्राप्त थी तथा यह एक सांस्कृतिक और भाषाई संस्था के रूप में प्रतिष्ठित है। लेकिन यह मान्यता आधुनिक कानूनों के तहत वैधता का पर्याय नहीं है। संस्थान अब मान्यता प्राप्त विश्वविद्यालयों के साथ भागीदारी कर वैध डिग्रियां प्रदान करने की संभावना तलाश सकता है।

(c) उत्तर प्रदेश सरकार की स्थिति

सरकार ने उच्च न्यायालय के निर्णय का समर्थन किया है और राष्ट्रीय मानकों के पालन पर जोर दिया है। अधिकारियों ने कहा है कि आगे की भर्ती में केवल NCTE और UGC द्वारा मान्य डिग्रियों को स्वीकार किया जाएगा।

7. अपील की संभावना और भविष्य की दिशा

यह फैसला अंतिम नहीं हो सकता। प्रभावित अभ्यर्थी सुप्रीम कोर्ट में विशेष अनुमति याचिका दाखिल कर सकते हैं। वहां न्यायालय क़ानून की कड़ाई और न्यायसंगतता के बीच संतुलन बनाएगा, खासकर उन उम्मीदवारों के लिए जो सच्चे विश्वास में थे।

इसके साथ ही मांग बढ़ रही है:

• NCTE और UGC द्वारा स्पष्ट और बाध्यकारी समानता नोटिफिकेशन जारी करने की।

• शैक्षिक संस्थानों की स्थिति के प्रति सार्वजनिक जागरूकता अभियान।

• डिग्रियों के निरस्तीकरण से प्रभावित लोगों के लिए पुनर्वास की व्यवस्था।

17 मई 2025 का इलाहाबाद उच्च न्यायालय का निर्णय शिक्षा की स्वायत्तता, नियामक नियंत्रण और संवैधानिक न्याय के बीच जटिल संबंधों का परिचायक है। यह अवैध डिग्रियों को अमान्य कर क़ानून के शासन की पुष्टि करता है, पर साथ ही राज्य की जिम्मेदारी पर सवाल उठाता है कि इस तरह की संस्थागत अस्पष्टताओं को रोकने में वह कैसे बेहतर भूमिका निभा सकता है।

आगे चलकर, जामिया उर्दू, नियामक निकायों, राज्य सरकार और न्यायपालिका के बीच समन्वित प्रयास आवश्यक होंगे ताकि इस संकट का समाधान निकाला जा सके। शिक्षा की गुणवत्ता और विद्यार्थियों के हित दोनों को ध्यान में रखकर उत्तर प्रदेश और भारत में शिक्षा सुधार संभव होगा।
