Nationwide Protest for Old Pension Scheme Restoration by NMOPS

 


The National Movement for Old Pension Scheme (NMOPS) and MOPS have again planned a big protest to bring back the old pension scheme for government employees. The leaders of the group had an online meeting on Sunday. In this meeting, they talked about the problems of government workers and teachers. They feel that the new pension system is not good for their future. So, they want the old pension system to return.

The leader of the group, Mr. Vijay Kumar Bandhu, said that the government is selling many government departments to private companies. Many government schools are also being closed. Because of this, many teachers and employees are feeling sad and worried. They think their future is not safe.

To make their voice heard, NMOPS and MOPS have planned a big protest across the country. This protest will have many steps. On 1st August, all the workers and teachers will take out a "Roz March" in every district of the country. They will walk to the main offices in their districts to ask for their rights. This march is just the first step.

The second step will be on 5th September. This is also Teachers’ Day in India. On this day, all the teachers and government workers will do a group fast. They will not eat food during the day. This is to show that they are serious about their demands.

After this, on 1st October, they will run a campaign on social media. This means they will post messages and videos on the internet using apps like Facebook, Twitter, and Instagram. The aim is to tell more people about their protest and to get public support.

The biggest step will be on 25th November. On this day, a big rally will take place in Delhi. Thousands of teachers and employees from all parts of India will gather in the capital. They will hold banners and shout slogans. They want the government to listen to them and bring back the old pension scheme.

The General Secretary of NMOPS, Ms. Sthit Pragya, also gave a statement. She said that the government should stop privatizing government departments. When the government sells public departments to private companies, many workers lose their job safety. Also, the quality of education and services may go down. She asked the government to protect public jobs and give a fair pension to all employees.

Why is the old pension scheme important?

In the old pension scheme, government workers used to get a fixed amount of money every month after retirement. This money helped them live a good life after finishing their job. It also helped their families. But now, the new pension scheme depends on the stock market. This means the money can go up or down. It is not safe. Many workers are scared that they will not get enough money in their old age.

That is why NMOPS and MOPS are working hard to bring back the old pension scheme. They believe every worker has the right to live a peaceful life after retirement. They say that the old system was better and fairer.

What is privatization, and why are people against it?

Privatization means giving government companies to private owners. These private owners run the companies to make a profit. But many people think this is not good. When a private company takes over a school or hospital, it may charge more money or reduce staff. This can hurt poor people who depend on free or low-cost services.

Teachers and employees say that privatization is making their jobs unsafe. They also say that when government schools are closed, children in villages and small towns suffer the most. Many families cannot afford private schools. So, children stop going to school.

This is why NMOPS wants the government to stop privatizing and protect government schools, hospitals, and other services.

What will happen next?

NMOPS is planning this protest step by step. First, marches in every district on 1st August. Second, fasting on 5th September. Third, a social media campaign on 1st October. And finally, a big rally in Delhi on 25th November.

They are also asking other teacher unions and employee groups to join. If more people support this protest, it will become stronger. NMOPS believes that with unity and peaceful protest, they can make the government listen.

What should students and parents know?

This protest is not against students or their learning. Teachers care about students. But they also need safety in their jobs. When teachers are happy and safe, they can teach better. So, this protest is also for better schools and a better future for students.

Parents should support this peaceful movement. They can also write to leaders and ask them to bring back the old pension system. Good teachers and safe schools are important for every child’s future.

बीटीसी-2004 बैच के शिक्षकों को पुरानी पेंशन योजना का फायदा नहीं मिलेगा

 

यह खबर उत्तर प्रदेश के उन 35 हजार से ज्यादा शिक्षकों के लिए एक बड़ा झटका है, जो 2004 में नियुक्त हुए थे और उन्हें उम्मीद थी कि उन्हें पुरानी पेंशन योजना का लाभ मिलेगा। बेसिक शिक्षा परिषद के सचिव ने एक पत्र में साफ कर दिया है कि इन शिक्षकों को अब पुरानी पेंशन योजना का फायदा नहीं दिया जाएगा। यह जानकारी प्रयागराज से आई है, जहां यह मामला लंबे समय से चर्चा में था।

यह बात इसलिए जरूरी है क्योंकि सरकार ने 1 जनवरी 2004 से नई पेंशन योजना लागू कर दी थी, जिसके बाद पुरानी पेंशन योजना को बंद कर दिया गया था। लेकिन 2004 में शिक्षक भर्ती प्रक्रिया शुरू हुई थी, और बहुत से शिक्षकों को लगता है कि उन्हें उसी समय की पेंशन योजना मिलनी चाहिए। उनका कहना है कि भर्ती प्रक्रिया 2004 में शुरू हुई थी, इसलिए उन्हें भी पुरानी पेंशन मिलनी चाहिए।

बेसिक शिक्षा परिषद के सचिव ने जो जवाब दिया, उसमें कहा गया है कि 2004 की भर्ती प्रक्रिया भले ही उस साल शुरू हुई थी, लेकिन नियुक्ति पत्र दिसंबर 2005 और जनवरी 2006 में जारी किए गए थे। उस समय तक पुरानी पेंशन योजना बंद हो चुकी थी और नई योजना लागू हो चुकी थी। इसी वजह से इन शिक्षकों को पुरानी पेंशन नहीं दी जा सकती।

शिक्षकों की तरफ से विधान परिषद में एमएलसी अरुण कुमार पाठक ने यह सवाल उठाया था। उन्होंने मांग की थी कि 2004 बैच के शिक्षकों को पुरानी पेंशन का लाभ मिलना चाहिए। इस पर सरकार की तरफ से कहा गया कि यह संभव नहीं है, क्योंकि नियम साफ हैं कि जो भी नियुक्ति 31 अक्टूबर 2005 के बाद हुई है, उन्हें नई पेंशन योजना के अनुसार ही लाभ मिलेगा।

शिक्षकों की नाराजगी इस बात को लेकर है कि उन्होंने परीक्षा और चयन की प्रक्रिया 2004 में पूरी कर ली थी। लेकिन जब नियुक्ति पत्र मिला, तब तक नियम बदल चुके थे। इस कारण उन्हें पुरानी योजना का लाभ नहीं मिलेगा। उनका कहना है कि यह उनके साथ अन्याय है।

इस भर्ती के तहत लगभग 35,378 शिक्षकों की नियुक्ति हुई थी। यह नियुक्ति प्रक्रिया ‘बीटीसी-2004’ नाम से जानी जाती है। इन शिक्षकों ने 2004 में प्रशिक्षण शुरू किया था और उसके बाद चयनित होकर नियुक्त हुए। लेकिन विभाग का कहना है कि भर्ती की प्रक्रिया पूरी होने की तिथि ही मान्य होती है, न कि सिर्फ चयन या प्रशिक्षण की तारीख।

सरकार का कहना है कि उन्होंने 31 अक्टूबर 2005 को एक शासनादेश जारी किया था, जिसमें साफ लिखा था कि इस तारीख के बाद जिनकी नियुक्ति होगी, उन्हें नई पेंशन योजना में ही रखा जाएगा। चूंकि बीटीसी-2004 बैच के शिक्षकों को नियुक्ति पत्र दिसंबर 2005 और जनवरी 2006 में मिला, इसलिए वे उस आदेश के तहत आते हैं।

बेसिक शिक्षा परिषद ने यह भी कहा है कि शासन के आदेश और नियमों के अनुसार ही शिक्षकों को लाभ मिल सकता है। इसलिए इस मामले में किसी तरह की छूट या विशेष अनुमति नहीं दी जा सकती। जो नियुक्तियां आदेश के बाद हुई हैं, उन्हें पुरानी योजना का लाभ नहीं मिलेगा।

हालांकि शिक्षक इस फैसले से खुश नहीं हैं। उनका मानना है कि यह नाइंसाफी है। उन्होंने 2004 में परीक्षाएं दीं, प्रशिक्षण लिया, और नियुक्ति प्रक्रिया में समय लगाया। अब सिर्फ इस कारण कि नियुक्ति पत्र कुछ समय बाद मिला, उन्हें पुरानी योजना से बाहर कर दिया गया। यह उनके साथ अन्याय है।

शिक्षकों का कहना है कि सरकार को इस मामले में सहानुभूति दिखानी चाहिए। उन्हें वह लाभ मिलना चाहिए जो उनके साथियों को पहले मिला था। यदि नियुक्ति प्रक्रिया में देरी सरकार की ओर से हुई थी, तो उसकी सजा शिक्षकों को नहीं मिलनी चाहिए।

कई शिक्षक संगठनों ने भी इस फैसले का विरोध किया है और सरकार से मांग की है कि वह इस निर्णय पर पुनर्विचार करे। उनका कहना है कि अगर सरकार चाहें तो इस पर विशेष छूट देकर शिक्षकों को पुरानी योजना में शामिल कर सकती है।

फिलहाल सरकार ने यह साफ कर दिया है कि बीटीसी-2004 बैच के शिक्षकों को पुरानी पेंशन योजना नहीं मिलेगी। यह आदेश 28 जून 2024 तक लागू रहेगा और आगे भी इसमें बदलाव की संभावना कम ही है।

इस फैसले से हजारों शिक्षक प्रभावित होंगे। उन्होंने सालों तक सेवा दी है और अब उन्हें नई योजना के तहत रिटायरमेंट के बाद मिलने वाली पेंशन पर निर्भर रहना होगा। नई पेंशन योजना में मिलने वाली रकम निश्चित नहीं होती, इसलिए बुजुर्ग अवस्था में परेशानी हो सकती है।

इसलिए शिक्षक चाहते हैं कि सरकार उनकी मांगों पर ध्यान दे और पुरानी योजना को उनके लिए फिर से लागू करे। अगर यह नहीं होता है, तो शिक्षक संगठन आंदोलन की राह भी अपना सकते हैं या अदालत का दरवाजा भी खटखटा सकते हैं।

कुल मिलाकर यह मामला भावनात्मक, प्रशासनिक और कानूनी तीनों रूपों में काफी बड़ा है। शिक्षक खुद को ठगा महसूस कर रहे हैं और सरकार नियमों का पालन करने की बात कर रही है। अब देखना यह होगा कि सरकार इस मामले में कोई राहत देती है या नहीं। शिक्षक उम्मीद कर रहे हैं कि आने वाले समय में उनके साथ न्याय होगा।

Teachers of BTC-2004 batch will not get the benefit of old pension scheme

 

This news is about more than 35,000 teachers in Uttar Pradesh who are very sad because they will not get the old type of pension after retirement. These teachers were selected in the BTC 2004 batch. They were hoping to get the same pension benefits as older teachers, but now the government has said no.

The Basic Education Council Secretary has written a letter saying clearly that these teachers will not get the old pension. This matter was being discussed for a long time. Teachers thought they should get the old pension because their training and selection had started in 2004. But the government changed the pension system on January 1, 2004.

A member of the Legislative Council, Mr. Arun Kumar Pathak, asked the government to give the 2004 teachers the old pension. But the answer from the government was that the appointment letters were given in December 2005 and January 2006, and by then, the new pension system had already started. So, the rule of the new system will apply to them.

The government had issued an order on 31 October 2005. In that order, it was clearly written that any teacher who joins after this date will not get the old pension. Because BTC-2004 teachers got their appointment after this date, they will not get the old system of pension.

Teachers are feeling very upset because they gave exams, did training, and were selected in 2004. But just because the appointment letters came late, they are being told they cannot get the old pension. Teachers say it was not their fault that the letters came late, so they should not be punished.

In this 2004 batch, about 35,378 teachers were selected. They finished their training in 2004 and waited for their joining. But the department says that only the joining date is important when deciding the pension, not the training date.

The Basic Education Council also said that it will follow the rules made by the government and cannot give any special benefits. The teachers are not happy with this and are asking the government to think again. They say they should be given the same pension as other teachers who joined around that time.

Many teacher groups are asking the government to give some help to these teachers. They believe the delay in appointments was due to the government’s process, not the teachers. So, the teachers should get justice.

Right now, the decision says these teachers will be under the new pension plan. This rule will stay till at least 28 June 2024. The new pension plan does not give a fixed amount every month after retirement. That’s why teachers are scared they won’t have enough money when they get old.

The teachers are now hoping that the government will think again. If not, they may protest or go to court. They want to fight for their rights.

This is a big issue for many teachers who have given years of service. They feel they are being treated unfairly. The government is following the rules, but the teachers want kindness and support.

In the end, we will have to wait and see if the government changes its mind or not. The teachers are still hopeful that they will get what they deserve.
